Iowa is home to an increasingly diverse population, living and working in many of its rural and urban areas. Competently serving new Iowans as lawyers and judges often requires use of language interpreters and translators. This program highlights a number of applicable ethical rules for lawyers and judges to remember when interacting with clients or parties with limited proficiency in the English language. The program will also discuss cultural awareness and corresponding ethical obligations.

Emily Chafa, Iowa Workforce Development, Unemployment Insurance Appeals Bureau

Emily Chafa currently serves as Co-Chair of the ISBA Diversity & Inclusiveness Committee. She served on the Iowa Supreme Court’s Interpreter Advisory Committee for many years. Emily regularly utilized language interpreter services in her work as an ALJ with the Department of Inspections and Appeals Administrative Hearings Division and with the Unemployment Insurance Appeals Bureau of Iowa Workforce Development. Her duties as Deputy Director of Litigation at Iowa Legal Aid included oversight of its language access programs, policies and procedures. Emily Chafa currently manages the Iowa Workforce Development, UI Appeals Bureau
