This one hour presentation on municipal utilities will cover rates, IUB versus local authority, rural water, transfers of surplus, service extensions, council and local board authority, joint and separate utilities, taxation and tax exemption.

Ivan Webber

Ivan Webber is a member of the Ahlers & Cooney’s Public Finance & Law and Litigation groups and focuses on serving cities, city utilities, school districts, special districts and other local governments in the exercise of their powers and in litigation. Ivan’s wealth of experience – 37 years – in local government law and litigation allows him to serve as a resource for city attorneys and local government officials upon which they can rely.

His representation in litigation includes both federal and state courts, as well as practice before administrative agencies in regard to such matters as eminent domain, taxation, annexation and utility matters. He has represented cities in all aspects of their operations, defending cases involving open records and meetings, establishing municipal telephone systems, special assessments, public bidding, franchises and the exercise of home rule powers.
