The 2017 legislative session eliminated most statutory public employee protections from at will firings. One of the few remaining statutory protections from at will employment is found in the Veterans Preference Statute, Iowa Code Section 35C.6. 

This presentation will discuss who is a veteran that is entitled to protection, the meaning of “incompetency” and “misconduct,” the procedures designed to protect employees from at will firings, and what positions are exempted from Veteran's Preference. This presentation will also cover when a public employee is entitled to a pre-termination hearings.
