However, if not licensed and conducted properly, sponsors and participants in raffles, game nights, sports betting pools, and other social and charitable games can be subject to civil and criminal penalties. Participants in this webinar will learn how charitable and social gaming can be conducted legally under Iowa Code Chapter 99B and the Iowa Department of Inspections & Appeals’ regulations.

Deborah Svec-Carstens serves as General Counsel to the Department of Inspections & Appeals. Prior to joining the organization in 2008, she served as the Associate General Counsel for the Governor’s Office and a Staff Attorney for the Iowa Court of Appeals. Ms. Svec-Carstens received her B.A. from Luther College and her J.D. from the University of Iowa College of Law. She is a member of the Iowa State Bar Association, the Polk County Bar Association, the Iowa Organization of Women Attorneys, the Polk County Women Attorneys and the Blackstone Inn of Court. She is a 2009 graduate of the Greater Des Moines Leadership Institute Community Leadership Program and a 2014 graduate of the Iowa Certified Public Manager® program.
Stacey Hall is with the firm Nyemaster Good, P.C. in Des Moines. She chairs the firm’s Gaming Law practice and works with clients in all aspects of the gaming industry, including work with operators, manufactures and vendors and individuals. Stacey’s work includes assisting and advising clients in licensing, approval of acquisitions and divestitures of licensed entities and facilities, compliance with state and federal gaming laws and regulations, Indian gaming, and gaming. Stacey represents clients before the Iowa Racing and Gaming Commission and National Indian Gaming Commission and has drafted gaming legislation now codified as law in Iowa. In addition to her work with the commercial gaming industry, Stacey advises non-profits regarding charitable gaming such as raffles, bingo, contests, game nights, and other charitable games. Stacey also assists businesses in drafting terms and conditions of promotions and contests and advises clients on compliance of promotional activities with state and federal law.
